How to Cut Your Air Conditioning Costs
Air conditioning cost is compressor run hours, and run hours track the gap between your setpoint and the outdoor temperature plus how fast heat gets back into the house. The changes that pay are a higher setpoint with fans for comfort, blocking afternoon sun on west and south windows, a clean filter and clear outdoor coil, and a modest setback rather than shutting the system off entirely. An air conditioner moves heat out of the house and runs until the thermostat is satisfied, so the two things that decide cost are the gap between your setpoint and the outdoor temperature and how fast heat leaks back in. That makes the setpoint the biggest single lever. Raise it to the highest number you are actually comfortable at, then buy comfort back with air movement. A fan does not cool a room, it cools a person by moving air across skin, which is why running one in an empty room is pure waste. Used properly, fans let you sit comfortably at a higher setpoint, and the higher setpoint is where the money is. Turn them off when you leave.
Block the sun before you buy anything
Solar gain through glass is a large and very controllable heat source. West-facing windows in late afternoon and south-facing windows midday are where most of it enters. Close blinds or curtains on those windows before the sun hits them rather than after the room is already hot, since you are trying to stop heat from entering, not fix it afterward. Exterior shading beats interior shading because it stops the energy before it passes the glass, so awnings, exterior shades, or a tree on the west side all do real work. Keep the outdoor condenser clear of shrubs and debris and rinse the coil, because a unit that cannot dump heat runs longer for the same result.
Why turning it off all day often costs more
Shutting the system off entirely lets the house and everything in it soak up heat all day. When you get home and drop the thermostat, the unit runs at full tilt for hours and also has to pull accumulated humidity back out, which is slow. In humid climates that can cost more than a modest setback, and it definitely costs comfort while you wait. The better pattern is a setback of a few degrees while the house is empty, so the system idles rather than sleeps, then a return to your normal setpoint before you arrive. If you have pets, set the away temperature at a level that is safe for them, not merely tolerable for furniture.
What barely moves the summer number
Closing vents in unused rooms raises duct pressure and can hurt performance instead of helping. A portable single-hose unit in a room that already has central air usually adds load rather than replacing it. Toggling the thermostat up and down through the day does not beat a simple two-block schedule and often means the system never settles. A smart thermostat helps only if it changes your schedule. A whole-house fan is genuinely useful in a dry climate with cool nights and close to useless where nights stay warm and humid. The test is always whether a change reduces compressor run hours or reduces heat entering the house.

Does a ceiling fan lower the electric bill?
Only indirectly, and only if you change the thermostat. A fan does not remove heat from a room; it moves air across your skin so you feel cooler at the same temperature. The savings come entirely from using that effect to sit comfortably at a higher setpoint, which cuts compressor run hours. If you add fans and leave the thermostat where it was, you have added a small motor load and saved nothing. Turn fans off in empty rooms for the same reason.
