How do you budget when your partner won't budget?

Budget the part you control: your own personal spending and the shared bills you are responsible for. Stop tracking your partner's personal spending, because a budget imposed on someone who did not agree to it converts every purchase into an argument, and the argument is what ends the budget. Do not spend a year trying to solve it with categories.

What if my partner won't tell me their income?

You can still budget your own income and your own share of shared costs, and you should. But a shared-cost split needs at least one agreed number from each side, so if that is refused, the problem is not budgeting method and is worth naming directly rather than working around.

Should I just budget for both of us quietly?

Plan your own contribution however you like, but do not build a plan that depends on someone else behaving in a way you never discussed with them. A plan that only works if your partner unknowingly cooperates will fail, and it will fail as an argument.
